Discrimination in Special Education

We have reported on the shocking degree to which special education classes have been used by public school administrators to provide discipline in inner cities. It might still be happening.

“In the Minneapolis Public Schools district, black students accounted for 67 percent of all students given the emotional or behavioral disorders (EBD) label,” Erin Hinrichs writes in MinnPost. “Yet black students only made up 36 percent of the student body.”
