University of Michigan: Do Federal Guidelines Apply to It on Closing Title IX Investigations?

The University of Michigan closed its Title IX investigation on whether it has inherent bias against male students, but did not abide by normal Title IX guidelines. When asked about the guidelines, it was referred to as general guidelines and not needing to be followed by the letter of the law.
